The absence of regulation is known as "decentralisation". That's literally what it is. There's no such thing as "decentralised regulation".

As such, I'm pointing out to people that legal regulations ARE an example of a centralised system. The traders in question took advantage of a decentralised system that had no central authority to regulate it (or more precisely, the central authority was not regulating it).
