Yes and no -- I think the problem is that people think Agile formalised this, when it didn't. This process existed long before Agile ever did - it just wasn't easy to do before Agile came about because CI/CD tools weren't as good.

Agile is just "small waterfalls in sequence" - something Waterfall doesn't stop you doing, but it wasn't easy to do in past times because the tools weren't as good. Unfortunately, the makers of the Agile Manifesto didn't stop at that - they added a bunch of unnecessary harmful stuff to it.
